Javanese news – President Prabowo Subianto requested that the appointment of honorary staff to become PPPK no longer carried out through the Affirmation path after the CASN 2024 selection. In the future, the recruitment will be based on competition and meritocracy.
Lately, public discussion spaces on social media have been busy discussing the possibility of opening the recruitment of government employees with a Work Agreement (PPPK) in 2026.
But different from before, the rumors that emerged this time stated that the affirmation pathway – which had been the main hope of honorary staff – would be completely deleted, and was replaced with a competency -based open selection system.
This issue was strengthened by the statement of the President of the Republic of Indonesia, Prabowo Subianto, who stated that the affirmation policy in the appointment of honorary staff to PPPK would not be continued after the recruitment of candidates for the State Civil Apparatus (CASN) in 2024.
The President stressed that the procurement of ASN must be based on the principle of the needs of optimal agencies and public services, not merely opening jobs.
“The ASN recruitment process in the future is not just ordinary recruitment, but an effort to ensure the quality of public services is truly guaranteed,” Decisive President Prabowo as conveyed by Minister Secretary of State Prasetyo Hadi in a press conference on March 17, 2025.
Minister of PANRB: No layoffs, but affirmation is stopped
Minister of Administrative Reform and Bureaucratic Reform (PANRB) Rini Widyantini also emphasized that although the affirmation pathway was deleted, the government would not terminate employment (layoffs) of non-state civil servants (non-ASN). According to him, the government has issued a circular to ensure that all ministries, institutions, and local governments continue to budgeted the wages of non-ASN staff during the transition period.
However, Rini stated that the meritocracy system would be more emphasized in the recruitment of ASN in the future. The affirmation path that has been allowing appointment without testing, he said as the last policy was imposed only in the selection of 2024.
“We want to capture human resources who are truly superior and ready to face the challenges of public services. Therefore, affirmation mechanisms are no longer used after this,” explained Rini.
Affirmation Based on the agency’s proposal, now no longer valid
Based on data from the State Personnel Agency (BKN), the affirmation pathway has been used to appoint honorary employees based on the proposal of each government agency. This process does not go through an open selection test, so it is more administrative. Minister Rini explained that the mechanism was designed to accommodate honorary staff who had long served, but without going through a competitive selection process.
Unfortunately, with the new system that will be implemented starting in 2026, all PPPK applicants are required to participate in open selection. This marks the end of the era of special appointment for non -permanent employees (PTT) which was previously often accommodated through affirmation.
Major changes in the regional recruitment mechanism
The local government also prepared to face this change. The Head of the Paser Regency Human Resources and Human Resources Development Agency (BKPSDM), Suwito, revealed that there would be no direct appointment of PTT. PPPK selection in the coming years will be adjusted to the needs of the organization, based on the analysis of the positions and workloads of each region.
He also added that the opening of the PPPK formation in the future would be local but open to the public. That is, a person from outside the area can still register in another district or city that opens the formation.
“If Paser Regency opens a formation in 2026, participants from other regions such as Java or Sulawesi can still register. The selection will be competitive and no longer simultaneously nationally,” Suwito explained on April 21, 2025.
There is no special treatment for outsourcing employees
Another interesting thing is the fate of outsourcing employees who are also being discussed. Suwito said that those who were transferred to the outsourcing staff from May 2025 still had to follow the open selection if they wanted to become PPPK. There are no more special treatment or special paths for this status.
“All still have to take the open selection test. Unless later a new circular appears from the central government, because the rules may change,” added Suwito.

They distributed various speculations and analysis of the form of selection that would be applied in 2026. Although it is not easy for non-ASN personnel who have long served, this transformation is considered important in order to build a clean, accountable, and performance-based ASN governance.
