DPRD and the Regional Government of DIY are passed the new regulation on the management of fishery ports

KABARJAWA – DIY DPRD and the Regional Government of DIY finally endorsed the new Regional Regulation (Perda) on the management of fishery ports.

DIY DPRD and the DIY Regional Government gave mutual approval of the DIY Regional Regulation Draft (Raperda) regarding the management of Fishery Ports in the Event Material (BA) Number 43 of 2024 to be determined to be a DIY Regional Regulation on the Management of Fisheries Ports.

They signed a joint agreement manuscript in the DIY DPRD plenary meeting held at the DIY DPRD Building, Yogyakarta. Deputy Governor of DIY, KGPAA Paku Alam X, signed the approval manuscript representing the Governor of DIY, together with the Chairman of the DIY DPRD, Nuryadi.

Sri Paduka on that occasion read the final opinion of the Governor of DIY on the draft regulation on the management of the Fishery Port. Sri Paduka explained, the draft was an initiative of the DIY DPRD who had been discussed together at the Working Meeting of the Special Committee (Pansus) at the end of 2024.

“The agreed draft regulation is in accordance with the needs of the management of fishing ports in DIY,” he said.

Sri Paduka hopes that after being promulgated later, this regulation will become an implementative legal umbrella for the DIY Regional Government and related parties. He wants the regulation to optimize the management of fishing ports in DIY.

Sri Paduka also said that the management of fishing ports that had been running with the district government and other parties must be carried out well.

Sri Paduka stressed that the management of a good fishery port will contribute to increasing DIY regional income. He hopes that the income can be distributed evenly throughout the DIY region.

The facilitation process and the expectation of the application of the regulation

Deputy Chairperson of the Special Committee BA 43 of 2024, Anton Prabu Semendawai, said that the Special Committee had carried out the duties with the executive partner since it was formed on November 8, 2024.

Anton explained, the Special Committee had gone through the stages of harmonization at the DIY DPRD Bappemperda Meeting Forum. After that, the Special Committee submitted a request for facilitation to the Ministry of Home Affairs.

Anton added, the results of the facilitation had been received through a letter from the Ministry of Home Affairs of the Republic of Indonesia Number 100.2.1.6/3201/otda dated June 2, 2024.

The Special Committee followed up on the results of the facilitation in a working meeting on June 23, 2024. Anton ensured that the entire substance of the facilitation results on the draft draft of the Fisheries Port Management Draft was agreed upon with the Executive Partners.

Anton explained some of the input from the results of the facilitation. First, the addition of legal basis in the form of Government Regulation Number 27 of 2021 concerning Implementation of Maritime Affairs and Fisheries.

Second, Amendment Number 2 Article 1 Paragraph 10 is the working area and operation of the Fishery Port or WKopP which includes land and waters as a working area and the operation of the Fishery Port.

Third, changes in Article 5 paragraph 2, Article 6, Article 8 paragraph 1-3, Article 9 paragraph 2, Article 10 paragraph 2, Article 13 paragraph 1, and Article 20.

Anton hopes that the Fisheries Port Management Regulation can improve the quality of fishery port management in DIY. Anton also hopes that this regulation will improve the welfare of fishermen in DIY in a real way.
